ESTABLISHED 2014

The Peace Humansrus Trust (PHT) was established in 2014 by the Jasper Power Company. The Jasper Power Project operates in the Northern Cape, approximately 30 km north-east of the town of Postmasburg and 170 km from Kimberley. The PHT owns 7.5% of the Jasper Project Company which is located between Postmasburg and Daniëlskuil, Northern Cape. PHT is committed to socio-economic development for the benefit of communities within a 50 km radius of the solar power plant.

Background to REIPPP: In March 2011, South Africa’s Renewable Energy Independent Power Producer Programme (REIPPP), a public procurement programme, replaced the Feed-in Tariff system. Qualifying technologies were onshore wind, solar PV, solar thermal, biomass solid, biogas, landfill gas and small hydro plants. In addition to its core business, REIPPP aims to drive positive social change, and requires approved energy projects to share ownership with local communities. This is commonly structured by establishing a community Trust which receives the share dividends and invests them in community development projects.

The purpose of PHT is to use the dividends received to improve the well-being of the community by identifying community improvement initiatives, funding existing community-based initiatives, and/or engaging directly in community development projects.

WHAT WE DO!

For example, PHT has chosen to focus its efforts on Early Childhood Development (ECD). It is now widely acknowledged that the effects of what happens during the prenatal period and the earliest months and years of a child’s life, can last a lifetime. The kind of early care a child receives from parents, pre-school teachers and caregivers determines how a child learns and relates to school and also life as an adult. This foundational period in human development therefore warrants investment. PHT appreciates the importance of this imperative and has thus committed itself to ECD as a core investment theme.

 

By making these kinds of investments, PHT aligns itself with the issues outlined in the Tsantsabane and Kgatelopele municipal plans. Both municipalities outline the importance of the economic participation of young people, education and skills development. This report therefore seeks to provide a detailed understanding of the work done by PHT in pursuit of these goals.

  1.  Alignment with the Trust values: The approach to community development reflects the Trust's values and will contribute to the development of a more prosperous beneficiary community.
  2.  Alignment with the Trust's project company: The Jasper Solar Farm will be a long-term fixture in the beneficiary community, and the strategy of the Trust should be seen as promoting positive interaction between the Trust and Jasper. The process should enable a shared interest in collaboration.
  3. Focused investment, clear priorities and defined outcomes: Understanding that the communities' needs are broad and the Trust's budget is limited, the investment will focus on a few priority interventions, leveraging its scale to achieve significant and sustainable development change.
  4. Leave a legacy: The Trust will seek to achieve positive and long-lasting socio-economic change in the beneficiary community.
  5. In partnership with the community: In appreciating that the community understands its own needs best, the Trust will design and implement its strategy through thoughtful collaboration with various stakeholders, including the community trustees.
  6. Maximise development value: The Trust's strategy will be results-driven and impact-oriented. As such, it is imperative to incorporate adequate due diligence, monitoring and evaluation as central to implementing the plan.

  • A: HOW IS THE TRUST OPERATED?

    The Trust operates through its Deed. This legal policy prescribes the Trusts objectives and instructs on what is permissible within the operation of the Trust.

  • B: HOW IS THE TRUST FUNDED?

    The Trust earns a yearly dividend from the Jasper Solar Farm. The Dividends are then used to run the Trust with majority of the funds directed to community development projects.

  • C: DOES THE TRUST HOLD AN AGM?

    The Trust meets annually with the community at a local AGM. The date of the AGM is announced one month prior to meeting through local advertisements and the website. Please look out for the announcement on our News and Activities Page.

  • E: HOW MUCH DO THE TRUSTEES EARN?

    The role of the Trustee is remunerated on a per meeting basis. However, in 2020, Trustee remuneration only amounted to less than 1% of the total income. This is intended to ensure that the majority of the Trust funds are utilised for community development.
